Bissen appoints transportation, environmental management and … – Maui News

The current transportation director, the current deputy director of water supply and a longtime planning official are the latest appointments to Mayor-elect Richard Bissen’s cabinet.
Bissen has selected Marc Takamori to continue as the director of the Department of Transportation, Shayne Agawa to move to director of the Department of Environmental Management and Kathleen Aoki to serve as director of the Department of Planning.
Takamori previously served as deputy director of the county Department of Transportation for more than seven years and was working as the transportation system analyst when then-Mayor-elect Michael Victorino appointed him to serve as department director starting in 2019. Under Takamori’s leadership, the department performed a comprehensive operational analysis, developed an electrification of transportation plan for the Maui Bus program and procured the county’s first hybrid electric range transit buses, according to a news release. Takamori has a Master of Science in Business Administration from the University of Hawaii Shidler College of Business and a Bachelor of Science in Computer Engineering from the University of the Pacific School of Engineering and Computer Science.
Agawa was an engineer in the county Department of Public Works for more than 15 years. He served as deputy director of the Department of Environmental Management with two different administrations before he took over as deputy director of the Department of Water Supply earlier this year. He was key to the expansion of the Environmental Protection and Sustainability Division, which oversees recycling, zero waste, abandoned vehicle programs and environmental protection-related grants. Agawa has a Bachelor of Science in Civil Engineering from Seattle University.

Aoki has worked in nearly every division of the Planning Department in her 20 years with the county. She previously served as deputy director and director of the department and is currently the chief of the Plan Implementation Division as well as the temporary chief of the Long Range Division while it seeks to fill the vacant position. In 2018 Aoki was named the county’s Manager of the Year. She earned a Bachelor of Arts in Speech Communications from the University of Hawaii.
Bissen has been announcing his cabinet appointments as he prepares to take office on Monday.
All appointments of department directors are subject to confirmation by the County Council.
