TSE 7 Contracted IT Staff to Be Recruited – RaillyNews

From the Turkish Standards Institute Institution: Contracted Informatics in Large-Scale Information Processing Units of Public Institutions and Organizations, published in the Official Gazette dated 375/6/31 and numbered 12, based on the additional article 2008 of the Decree-Law No. In accordance with Article 27097 of the Regulation on Principles and Procedures Regarding the Employment of Personnel, seventy percent (8%) of the KPSS P2020 score made in 2021 or 3 (the KPSS score of the candidate who does not have a KPSS score is considered as 70 (seventy)) and a percentage of the foreign language score. According to the ranking to be made based on the total of thirty (70%), starting with the highest score (according to this ranking, candidates who get the same score as the last candidate are also eligible to take the exam. kazan10 (seven) contracted informatics personnel will be recruited by placement to be made according to the success order of the oral exam to be held by our Institute, among 7 (ten) candidates for the Contracted IT Personnel position.

APPLICATION CONDITIONS
A. GENERAL CONDITIONS (QUALIFICATIONS)
a) To meet the conditions specified in the article 657 of the Civil Servants Law No. 48,
b) Graduates from four-year computer engineering, software engineering, electrical engineering, electronic engineering, electrical and electronic engineering and industrial engineering departments of faculties or from higher education institutions abroad whose equivalence has been accepted by the Higher Education Council.
c) To have professional experience in software, software design and development and the management of this process, or in the installation and management of large-scale network systems, as specified in the SPECIAL CONDITIONS article, (In determining the professional experience; (B) and contracted services subject to the Decree Law No. 657, and the service periods documented as IT Personnel in worker status by paying premiums to Social Security Institutions in the private sector are taken into account.)
d) Documenting that they know at least two of the current programming languages, provided that they have knowledge of the hardware of computer peripherals and the security of the established network management.
e) Male candidates have no interest in military service due to their military status, if they are of military age, they have completed their regular military service, postponed it or been transferred to the reserve class.
B. SPECIAL CONDITIONS
– In addition to the general application conditions, the following special conditions will be sought according to their qualifications.
GROUP A (FEE UP TO 4 TIMES):
1. Java Enterprise Architect (Full-time, up to 4x monthly gross contract wage cap, 1 person)
General Qualities
a) To have a good command of Enterprise Software Development processes and to have at least 8 (eight) years of software development experience in projects using Java in large-scale computing units, and to be a team leader for at least 3 (three) years of this period,
b) Having 2 years of work experience in process design and automation with Business Process Management (BPM) tools,
c) To have experience in software scaling, to be involved in the design and implementation of high-performance scalable systems,
d) To have experience in determining software architectural requirements, design, development and adaptation of infrastructure to technological developments,
e) To have experience in secure software development, code security, code editing (Refactoring), coding standards and implementation of standards,
f) Having experience in JavaEE architecture,
g) Having experience in version control systems (TFS, GIT, SVN), CI-CD (Continuous Integration-Continuous Delivery),
h) To have experience in XML and Web Services (SOAP, WCF, REST) ​​technologies,
i) Having developed applications with relational databases and having good knowledge of MS SQL and/or ORACLE and/or PostgreSQL,
j) To have experience in database design, optimization and performance enhancement and to have advanced knowledge of SQL and/or PL/SQL,
k) Having experience in Enterprise Software Architecture, Enterprise Design Patterns and Object Oriented Programming,
l) To have knowledge and experience about user identification and authorization methods and technologies (OAuth2, Single Sign-On, Electronic Signature, Mobile Signature),
m) To have experience in WebSphere Application Server administration,
n) To have knowledge and experience in Agile Software Development Methodologies (SCRUM or RUP),
o) To have a PMP certificate or to have participated in its training,
p) To have analytical thinking and fast problem solving skills,
q) To be suitable for teamwork, solution-oriented, disciplined and open to development,
2. Senior Network Administrator (Full-time, up to 4x monthly gross contract wage cap, 1 person)
General Qualities
a) To have worked in large-scale data processing units (public or private sector) for at least 8 (eight) years as an employee of the institution or as a consultant in these institutions, and to document this,
b) Having done the network setup and management of an institution or organization with at least 5000 users and 5 Backbones, 2 Core Routers, 120 edge switches and more than one WAN connection.
c) To have advanced knowledge and experience in DNS, DHCP, NAT, BGP, OSPF, VRF, MPLS.
d) To have knowledge and experience in the installation, configuration and management of backbone switch and edge switch.
e) To have knowledge about maintenance monitoring and configuration on current Microsoft Windows and Linux Servers,
f) Having competence and field experience in one or more of Checkpoint, PaloAlto, F5 security products,
g) To have experience in Intrution Prevention System (IPS) management,
h) Experience with Web Application Firewall (WAF) and knowledge of OWASP methodologies,
i) Having experience and field experience in network architectures, security of network devices, NAC and business continuity,
j) To have knowledge and experience in the management of Load Balancer devices,
k) To have knowledge about central log management, SIEM and log correlation,
l) Having knowledge of software that can analyze traffic and protocols on the network (such as wireshark, tcpdump, netcat),
m) To have advanced knowledge and experience in the management of closed network traffic between public institutions,
n) To have knowledge and experience in the preparation and implementation of Corporate Network Security policies, to attach importance to documentation and to be able to do this regularly,
o) To have knowledge and experience about vulnerability scanning systems,
p) To have design, business continuity and troubleshooting experience in IPSEC and SSL vpn solutions,
q) Having experience in the installation and management of Network Monitoring tools (Solarwinds, SCOP NET)
r) To have sufficient knowledge about documenting network standards and determining needs, to have experience in creating a topology on Visio,
s) Cisco, HP, Brocade, Huawei, Avaya etc. to work with its products,
t) To have knowledge and experience on Linux and Windows operating systems,
u) To have knowledge about ISO/IEC 27001/27002,
v) To document that he has attended at least one of the DDOS prevention service trainings.

1. Senior .Net Software Specialist (Full Time, 3 Times the Monthly Gross Contract Salary Ceiling, 2 Persons)
General Qualities
a) Having developed applications for at least 5 years in application development processes with Microsoft technologies such as ASP.NET Core, ASP.NET MVC, ASP.NET, Web API, Entity Framework,
b) To have worked in the software development stages of at least one system with 1000 or more users,
c) To have knowledge and experience in web technologies such as CSS, JavaScript, JQuery, HTML, HTML5, and to have knowledge and experience about front-end development technologies (Angular, React, Vue.js),
d) To have knowledge and experience in IIS management,
e) Having experience in corporate web-based application development,
f) To have knowledge about Enterprise Software Architecture, Design Pattern, Object Oriented Programing, ORM (Entity framework),
g) To have knowledge of software lifecycle and secure software development,
h) To have knowledge and experience in Multi-Tier architecture, Windows services and Web services (SOAP, WCF, REST), microservices,
i) To have experience in database design, optimization and performance improvement,
j) To have knowledge of MSSQL Server and T-SQL,
k) Experience in software version control systems such as Git, TFS and SVN,
l) Being prone to teamwork, having an analytical mindset and being able to follow new technologies and adapt easily,
m) To have taken part in architectural design activities in the development of software systems with high accessibility and high performance features,
n) To have knowledge and experience in developing software for public institutions and managing their projects,
Reasons for Preference
a. To certify that you have the following certificates:
– Microsoft Certified Professional Developer (MCPD),
– Microsoft Certified Solution Developer (MCSD),
– Microsoft Certified Application Developer (MCAD),
– Microsoft Certified Technology Specialist (MCTS)
2. Senior Java Developer (Full-Time, 3x Monthly Gross Contract Salary Ceiling, 1 Person)
General Qualities
a) To have developed applications on Java technologies (JEE, EJB 3.x, JAAS, JPA-2, etc.) for at least 5 (five) years,
b) To have experience in process design and automation with Business Process Management (BPM) tools,
c) Having software development and testing experience with continuous integration tools, project tracking and planning software (TFS, Jira, Trello, etc.),

3. Senior System Specialist (Full Time, 3 times the Monthly Gross Contract Salary Ceiling, 1 Person)
General Qualities
a) Having and documenting at least 1.000 (five) years of experience as a system administrator or system engineer in medium and large-scale institutions or businesses with at least 10.000 (thousand) internal or 5 (ten thousand) external users,
b) Documenting that he has at least 10.000 (five) years of experience as a Microsoft Server (2008, 2012, 2016 or current versions) operating systems system administrator (admin) in a system center where Active Directory structure is used with at least 5 (ten thousand) users,
c) To have knowledge and experience in the installation, configuration, upgrade and problem resolution of Microsoft products and services such as DNS, DHCP, WINS, Certificate Authority, File Server, Remote Desktop architecture, Windows 8/10 operating systems,

e) To have experience in installation, configuration and troubleshooting of Microsoft SCOM 2012 and SSCM 2012 and higher systems,
f) To have experience in installation, configuration and troubleshooting of Microsoft SCVMM 1807 and higher systems,
g) To have knowledge and experience in the management of Microsoft IIS 8 or its current versions,
h) To have knowledge about Microsoft Windows GPO, WSUS and System Center products,
i) To have knowledge of Microsoft Hyper-V or VMware virtualization platforms and to certify that one has received training in one of these platforms with at least a certificate of participation,
j) To have knowledge on issues such as problem solving and log analysis in Windows server environments,
k) To have knowledge about solving performance problems on Windows servers,
l) To have knowledge and experience about Vmware NSX Network Virtualization and vRealize Operations Manager products,
m) To have knowledge and experience about IBM Spectrum Scale and IBM Spectrum Archive products,

o) To have knowledge and experience about server hardware and configuration (disk, Ethernet, hba, raid, etc.),

4. Senior Network Specialist (Full Time, 3x Monthly Gross Contract Wage Ceiling, 1 Person)
General Qualities
a) Has at least 3000 active users; Having worked as a network specialist for at least 5 (five) years in Network management in an IT Center where network technologies such as wired/wireless networks, Routing, Switching, VPN, Netflow, DHCP are used,
b) To have knowledge about network architectures design, planning and integration,
c) To have knowledge about information security processes, business continuity, risk analysis or risk management,
d) Having knowledge of software that can analyze traffic and protocols on the network (such as wireshark, tcpdump, netcat),
e) To have worked with network products of at least 2 (two) manufacturers (internationally accepted such as Cisco, Huawei, HP, Avaya, Palo Alto, etc.) and to be able to manage their devices in accordance with their service level,
f) To have knowledge of Local Area Network (LAN), Wide Area Network (WAN), Wireless Local Area Network (WLAN), Virtual Private Network (VPN), Dynamic Routing Protocols and Active Directory network technologies, 4.4. Having knowledge of TCP/IP, DNS, DHCP, IEEE 802.1x and Firewall,
g) Network security, ensuring the security of network devices and business continuity,
h) To have advanced knowledge and experience in the management of large-capacity backbone devices,
i) Monitoring the performance of network traffic, making capacity planning accordingly and preparing suggestions for improvement,
j) To be able to determine operational standards for network infrastructure, develop/improve existing processes and procedures, integrate best practices and prepare necessary documentation
k) To have knowledge and experience about NAC (Network Access Control) technology and hardware,
l) To have knowledge and experience in network architectures design, planning and integration,
m) To have advanced knowledge and experience in the installation, management and reporting of Network Monitoring tools,
n) To have advanced knowledge about network attacks and precautions to be taken.
o) To have knowledge and experience in information security and management,
p) To have knowledge and experience in the preparation and implementation of Corporate Network Security policies, to attach importance to documentation and to be able to do this regularly,
Reasons for Preference
a. To certify that you have the following certificates:
– To have Cisco Certified Network Associate certification,
– To have CEH (Certified Ethical Hacker) certificate,
– To have TSE Penetration Test Specialist certificate.
C. REQUESTED DOCUMENTS, APPLICATION, PLACE AND DATE:
The qualifications required in the General Conditions heading are mandatory conditions. In professional experience periods, services after undergraduate graduation are taken into account.
